Harlingen CISD has once again been recognized for its commitment to financial transparency and excellence. The Government Finance Officers Association (GFOA) of the United States and Canada has awarded HCISD the Certificate of Achievement for Excellence in Financial Reporting for its Annual Comprehensive Financial Report (ACFR) for the fiscal year ending June 30, 2024.
This marks the 14th consecutive year that the district has received this recognition which is GFOA’s highest form of acknowledgment in governmental accounting and financial reporting. The Certificate of Achievement is awarded following a rigorous review by an impartial panel, which evaluates reports for their clarity, completeness, and commitment to full disclosure. The award reflects HCISD’s success in clearly communicating its financial story and promoting understanding of its financial operations among community members and stakeholders.
“We are proud of this continued recognition and the transparency it represents,” said Ida Ambriz, Assistant Superintendent for Business Services. “It reflects the dedication of our Business Office team to upholding the highest standards of financial integrity, transparency, and accountability.”
Each year, HCISD’s financial report is carefully prepared in accordance with generally accepted accounting principles and GFOA’s standards. In addition to detailed financial statements, the report includes a Management’s Discussion and Analysis section and a comprehensive statistical overview to provide the community with a complete picture of the district’s financial health and the local economic factors that impact it.
In addition to the GFOA recognition, HCISD received its annual Financial Integrity Rating System of Texas (FIRST) rating from the Texas Education Agency (TEA). For over 20 years, HCISD has consistently earned a rating of superior or an “A” rating, reflecting strong financial practices. While the district earned a C rating for the 2023-2024 fiscal year, newly implemented systems and efficiencies help put the district on a path to improved ratings in the future.
“We view this as an opportunity to strengthen our financial systems even further,” said Ambriz. “We’re confident in our current financial trajectory and expect improved ratings in the years ahead.”
