Harlingen CISD is proud to announce that Robert Shane Strubhart has been named the district’s new Assistant Superintendent of Community Engagement and Strategic Partnerships. In this role, Strubhart will lead efforts to strengthen strategic partnerships, increase grant funding, oversee Public Relations and Marketing, and Library Services. He will also oversee the implementation of innovative practices, including artificial intelligence, to ensure Harlingen CISD continues expanding opportunities for students, families, and the community.
Since beginning his career in education in 2001, Strubhart has dedicated more than two decades to serving Texas public schools. He most recently served as Chief Communications Officer in Spring ISD, a diverse district of more than 34,000 students in the Houston region. In that role, he led a large Communications and Family Engagement team and helped guide major initiatives such as community engagement efforts, strategic partnerships, and communications with the school community.
Harlingen CISD holds a special place in Strubhart’s heart — it is the district from which his own children proudly graduated. He looks forward to returning to the district and contributing to the continued success of the schools and community that helped shape his family.

Strubhart will guide HCISD’s efforts in strengthening Public Relations and Marketing, securing grants to bring new opportunities to students, and fostering innovative practices both inside the classroom and beyond that support the district’s mission of ensuring all students graduate future-ready.
